As pointed out on the dev mailing list, platform-launchers-12.2.zip is missing on http://netbeans.osuosl.org/binaries/

 

This is the PR ( https://github.com/apache/netbeans/pull/2523 ) that added a reference to the new external binary which was never uploaded.
