[NETBEANS-4948] Check for newest plugins not working

Description

The available plugin list is not refreshed after checking for newest ones.

Step to reproduce

1. Open NetBeans
2. Go to Tools > Plugins > Available Plugins
3. Click on Check for Newest

Actual result

The plugin list is unchanged (currently 34 plugins on NB 12.1).

Some plugins are missing ie. NetBeans Case Converter (https://plugins.netbeans.apache.org/catalogue/?id=50) on NB 12.1

Some new plugin versions are not available, ie NetBeans Case Converter version is still 0.1.1 on NB 11.2

Expected result

The plugin list is refreshed and should contain the same number of **plugins as on the NetBeans Plugin Portal for a given version.
ie. NetBeans Case Converter should be listed on NB 12.1 and its latest version should be available on NB 11.2

The NetBeans Plugin Portal Catalogs https://netbeans.apache.org/nb/plugins/11.2/catalog.xml.gz and https://netbeans.apache.org/nb/plugins/12.1/catalog.xml.gz seem to be not up to date.
