[NETBEANS-4607] ide tools terminal - unable set title

Description

when i want to use multiples terminal tabs in netbeans v12, to identify each one i need to set title, but in netbeans v8.2 i can set title to all of tabs, but i cant to do the same in netbeans v12;

for example, in netbeans v12, when i open the terminal, i can set title to this terminal, when i open a new tab, i can set the title to this tab, but the new tabs is unable to set title;
