[NETBEANS-4059] HTML Code template not showing up in code completion

Description

While PHP and JS are working OK, HTML and CSS are not showing anything, so you have to remember the abbreviation in full. Moreover, you also have to type the abbreviation quickly or it doesn't expand.

The code completion doesn't show up with the abbreviation nor typing the beginning of the expanded snippet.

I reckon the problem affect any code template not having the "context" option.
