[NETBEANS-3971] Make Installer look into existing local NB Config for netbeans_jdkhome

Description

Currently the windows installer only searches for Oracles JDK. If not found, the installer will prompt an exit notice to download it or set the javahome argument.

 

For people with an existing netbeans version running on OpenJDK, it would be helpful, if the installer would instead fallback to search for an existing installation. If a prior netbeans version was found, the installer might look into \etc\netbeans.conf and read out the variable netbeans_jdkhome .
This variable will then be used as javahome parameter.
