[NETBEANS-3258] Cannot select the newly created Persistence Library

Description

Hello,

I'm trying to create a Java EE project using Apache Netbeans 11.1. Part of this, I'd like to use OpenEJB and OpenJPA which are part of Apache TomEE Plus 8.0. I can add the provided Apache OpenJPA 3.1.0 jar, altogether with javaee-8.0-api jar to make it a persistence library for Netbeans.

However, in my persistence.xml file, I cannot select OpenJPA as a library, only EclipseLink (JPA2.1) appears.

I'm running Apache Netbeans IDE 11.1 on OpenJDK 12 64-bits VM12+33.
