Reference to binary of a deleted plugin remains in PPUC catalog

    Description

      If a plugin whose some binary was verified and published in Plugin Portal Update Center like http://netbeans-vm.apache.org/pluginportal/data/11.2/catalog.xml.gz is deleted, the corresponding catalog file is not updated so it contains invalid reference to a non-existing NBM/JAR binary.

      Steps to reproduce:

      1. Register a plugin in the new Plugin Portal 3.0 [1] and have it approved.
      2. Then map some of its versions to some NetBeans version and request verification for that.
      3. After it is verified and published on the corresponding update center, delete the plugin completely.

      Expected: Plugin is removed and the update centers get updated i.e. no longer existing references removed.

      Actual: Plugin is removed but the update centers do not get updated i.e. the plugin is still offered in the catalog.xml files.
