[NETBEANS-319] NetBeans freezes for 17 seconds when I save file

Description

1. Opened a .csv file
2. Opened the same file in Excel
3. Tried to save the file
4. I got a popup that said the file was open in another process
5. I closed Excel
6. Tried to save the file again
7. The gui froze for 17 seconds
8. Then it saves correctly

I took a look at the code, there is a loop that should wait for 10*200ms but is longer than the time I waited.
