JDK 7 and earlier cannot be registered in Java Platform Manager

    Description

      In 11.1, and not in 11.0, go to Tools | Java Platform Manager and try to register a JDK earlier than JDK 8.

      Registration will fail: "Cannot detect and install the selected platform. The java or javac may not be executable."
