Description
On startup an error notification is displayed. "Unexpected Exception, Priority: silent, Category: Error, Show and report Problem to Netbeans Team, Window must not be zero.
Netbeans 10.

If Starting from the command line I see:

The IDE at this point is useless, I can edit files but cannot access any menu item either through the mouse of hot keys.
I do not see a reported exception on the command line?
If I restart it sometimes starts without the error, sometimes.
the only way to shut down the editor is by killing the java process.
Added 3/14: I deleted the settings/cache folder .netbeans/10.0 so the editor could replace with new install settings, problem still persists.
Problem is intermittent, If I see the exception I can kill the editor and restart, sometimes the first restart will work normally, sometimes it takes 2 or 3 restarts to finally get a normal start process that allows me to do my work.
