[NETBEANS-1680] SQL Drivers should be downloaded automatically

Description

When I want to add a new connection to a MySQL database, first I have to download the correct driver for mysql I think because of licensing problems. Anyway, for this it would be very handy to provide a button where NetBeans automatically downloads the driver for me. It is a pain in the ass, to click on the link, go to this page and download the driver by your own. Same for Oracle OCI, Oracle Thin and maybe for others they are supported.

So please do it like with the nb-javac package. You can download it right inside the IDE. No need to change the context and go to a page.
