[NETBEANS-1244] Alt + Gr key is used as ctrl only

Description

When I search for a key inside the keymap options, I hit the combined key Alt gr which is a shortcut for ctrl + alt. This is not possible anymore in NetBeans 9.0. Alt Gr will used as ctrl which is completely wrong.

Worked in NetBeans 8.2 as expected and in all other Applications.
