FTPTimestampParserImpl fails to parse future dates correctly on Feb 28th in a leap year

      Description

      CI tests reported the following test failure on Feb 28th, 2012 (a leap year):

      Failed tests: testParseTimestampWithSlop(org.apache.commons.net.ftp.parser.FTPTimestampParserImplTest): test.slop.roll.back.year expected:<1> but was:<0>

      The cause is to do with how lenient future dates are handled.
