Intermediate data location aware scheduling

    Description

      Currently, we have round-robin and source location aware SchedulingPolicy only.
      However, in case that different stages are connected with OneToOne edge, intermediate data location aware scheduling can be helpful.
      (For example, when we apply SailfishPolicy, the communication type between relay stage and reduce stage becomes OneToOne.)
