[MYFACES-2404] JspViewDeclarationLanguageStrategy is always the default strategy, so it should always return true on handles() method

Description

Right now, JspViewDeclarationLanguageStrategy check if the current viewId contains the specified suffixes. This is correct but by default jsp mode should be choosen. This is required to make TCK tests works.
