[MYFACES-2362] Move default validator registration from UIInput.validateValue to ComponentTagHandlerDelegate

Description

The code that register default validators on UIInput is invalid and should be moved to other place. Since f:validateBean is a facelet specific tag, we can move safely this code to ComponentTagHandlerDelegate
