[MYFACES-2357] currency validation does not fall through to the default JVM local when a default locale is not specified in faces-config

Description

The problem occurs due to the list of supported locales specified in the standard faces config. This list does not appear to serve any purpose to the runtime that I can see and no objections have been raised to removing it on the mailing list (see my email 9/15/09) so I'll go ahead and check in the change.
