Description
As an MXNet user I would like my graphs to be compiled to TRT engines only when a compatible graph does not already exist on my working path / mxnet folder.
As an ML service owner I would like to ship TRT engines pre-built for my target hardware so that I don't require long startup times when a service initializes.
