In maven-wrapper.properties we have

instead

#   http://www.apache.org/licenses/LICENSE-2.0

standard configuration of apache-rat-plugin used in Maven project report issues on it.

reproduce - go to maven-parent project

mvn wrapper:wrapper
mvn verify
