filtering doesn't work on web resources not on the root of the webResource dir

    Description

      the war plugin fails to create the necessary parent directory for the resource file.

      ex.
      <webResource>/resource_to_filter == ok
      <webResource>/dir1/dir2/resource_to_filter == not ok
