supportedLocales is expected to be put in the Velocity context in Doxia Sitetools Site Renderer: https://maven.apache.org/doxia/doxia-sitetools/doxia-site-renderer/index.html

site plugin requires to set the value for Site Renderer to use it, it's not magic: "support locales" in the case of m-site-p is the list of locales that has been configured by the user (it's not the full set of locales the JVM supports, for example)
