[MSITE-806] Site generation does not work when no report configured nor Doxia document provided

Description

Running "mvn site" results in a target/site/ directory without any HTML files. The resulting directory contains only the css/ and the images/ subdirectories.

I have attached a small project to reproduce the bug . Switching back to version 3.6 of the plugin solves the problem.
