Properties from settings.xml are not resolved in site.xml

    Description

      Properties in the site descriptor are not interpolated in child-projects if the property value is only set in settings.xml.

      We had to set the value as environment variable to make this work.

      Properties in settings.xml should be treated like properties in the pom.xml or environment variables.
