[MSITE-532] site:attach-descriptor removes modules ref if the project doesn't have any modules

Description

I have a parent project with attached site descriptor which is supposed to be inherited by child projects. However, a menu ref like <menu ref="modules" inherit="bottom"/> gets removed by the site:attach-descriptor because the project itself does not have any modules. This evidently screws up the site inheritance.
