support maven-model ReportPlugin in addition to local copy

    Description

      removing <reporting> section was abandoned because of MSITE-484

      then having a local ReportPlugin that is a copy of org.apache.maven.model.ReportPlugin to completely decouple from core is not really useful: we should finally use original org.apache.maven.model.ReportPlugin.
      Supporting this class will permit maven-site-plugin removal or reportPlugins and MPDF-48
