add a utility to activate ANSI color only if Maven 3.4+

    Description

      Some plugins implement color messages
      Having such color messages when running without color Maven (introduced in Maven 3.4.0 MNG-3507) will look strange
      it's better if color is activated only when Maven 3.4 color support is there
