[MRM-358] Update Consumers button in Database - Artifact Scanning doesn't work

Description

1) Log in as admin.
2) Click the Database button in the left menu under Administration.
3) In Database - Unprocessed Artifacts Scanning, uncheck "validate-repository-metadata" to disable it.
4) Click the Update Consumers button.

Once the page is refreshed, notice that "validate-repository-metadata" is still enabled.

Note: Try the same procedure in Database - Artifact Cleanup Scanning. The changes made will not be saved.
