[MRESOURCES-88] Allow specific encoding per group of files

Description

I wish to be able to filter XML and Properties files from within the same project. XML are usually UTF-8, and properties must be Latin 1.

With current version of the plugin I can : specify encoding at the plugin level.
<configuration>
...
<encoding>UTF-8</encoding>
...
</configuration>

And specify at the file level whether it should use filtering :
<resources>
<resource>
<directory>src/main/resources</directory>
<filtering>true</filtering>
<includes>
<include>*/.xml</include>
</includes>
</resource>

But I can't specify at the file level which encoding to use for filtering :
<resources>
<resource>
<directory>src/main/resources</directory>
<filtering>true</filtering>
<encoding>UTF-8</encoding>
<includes>
<include>*/.xml</include>
</includes>
</resource>

<resource>
<directory>src/main/resources</directory>
<filtering>true</filtering>
<encoding>ISO-8859-1</encoding>
<includes>
<include>*/.properties</include>
</includes>
</resource>
