[MRELEASE-611] The update-versions goal fails when project is not at a SNAPSHOT version

Description

Trying to use the update-versions goal fails if the project is not at a SNAPSHOT version. This is a little silly, as one of the reasons for using this goal is to fix that exact problem.

It currently fails with:

[INFO] [release:update-versions {execution: default-cli}]
[INFO] ------------------------------------------------------------------------
[ERROR] BUILD FAILURE
[INFO] ------------------------------------------------------------------------
[INFO] You don't have a SNAPSHOT project in the reactor projects list.
[INFO] ------------------------------------------------------------------------
