scm tag is added to child module

    Description

      With Version 3.0.0-M5 child modules gets an scm tag during the prepare step when there is more than one module level.

      The Bug seems to be in RewritePomsForReleasePhase.

      RewritePomsForDevelopmentPhase removes the scm tag. Only the tagged release has these scm tags.
