update project.build.outputTimestamp property when its initial value is 0 to 9

    Description

      when doing MRELEASE-1029, any property value with length == 1 is considered as "disable reproducible builds"

      but looking back at MSHARED-837, if numeric, the value is a valid SOURCE_DATE_EPOCH, that should be updated
