maven-help-plugin - 3.4.0 requires 3.6.3

 

Rationale:

• early build fail with proper message - not when newer plugin used
• 3.6.3 minimum version  widly used on Mavne CI and in other ASF project
• other than Maven plugins - all ASF project should use one of the newest version of Maven
• in special case property minimalMavenBuildVersion can be overridden
