[MPIR-321] Disable/remove dev/contrib current time generation because it is broken

Description

Currently, the entire current time generation suffers from a design flaw and is most of the time confusing or simply incorrect. MPIR-278 describes it in all glory. We should disable the generation of this column until MPIR-278 is resolved.
