[MNG-7936] Expose artifact descriptor policy configuration

Description

By default Maven since 3.0 worked in "lax" artifact descriptor policy (ignore missing and invalid artifact descriptors). But, there may be use cases, when someone wants "strict" policy in effect. So, expose the configuration to allow this.
