[MNG-7254] Expand Windows native libraries for Jansi due to JDK-8195129 (workaround)

Description

Due to JDK-8195129 Java fails to load native libraries from paths with non-ASCII chars. Temp on Windows is in user's home where the username can be of non-Latin chars. The only workaround we can and will provide is to expand Windows only libraries along with Maven and hope that the Maven distro will be extracted outside of such a path. This is in user's control.
