[MNG-7209] Introduce a user mavenrc.cmd in Windows command script

Description

Currently, the Windows command script does only offer to load a mavenrc_pre.cmd and a mavenrc_pre.cmd on user-level where

1. the naming does not match its POSIX version (except .cmd for technical reasons),
2. the POSIX version does not have a separation between pre and post and it is not common to have one in POSIX-like systems.

Windows support should be on par with POSIX for the sake of consistency.
