Description

The unreliability comes from the fact that no plugin has been fixed (version) in the parent POM of the test project. As soon as you update Maven from MNG-6169 the test starts to fail that lengths do not match. So this test relies on implicit declaration of plugin versions.

Reproducer:
1. Build Maven from MNG-6169/MNG-6551
2. Run ITs from MNG-6551
3. See it fail

One needs to remove -q, scan for plugins and fix their versions.
