[MNG-5999] MVN.CMD fails on windows if current directory contains an "&"

Description

On any version of Windows, copy any valid maven project to a directory whose name contains an ampersand (e.g. "C:\Users\myname\projects & stuff\mavenproject"). CD to the project directory and run "mvn clean install".

Expected result:

Build proceeds normally

Actual result:

Build fails with output similar to:

'stuff' is not recognized as an internal or external command,
operable program or batch file.
