Apply filter to .mvn/maven.config

    Description

      Any command line argument that requires a file location (like "-s") is awkward or impossible to use in maven.config because the file location would have to be absolute in order to support building from a child module (which makes it impossible to check it into source control). Interpolation of things like $MAVEN_PROJECTBASEDIR would be helpful.
