Description

Seems like on oversight. DefaultMavenExecutionRequestPopulator correctly populates request remote repositories but completely ignores plugin artifact repositories. Although this does not affect normal build (settings profiles are injected into project model, bypassing request), it is desirable to have access to plugin repositories in some integration scenarios.
