    Description

As a followup to http://www.mail-archive.com/dev@maven.apache.org/msg96659.html here's a patch that configures an additional enforcer rule to prevent using dependencies that were compiled with a compiler more recent than the maximum allowed.

The proposed patch patches the maven-plugins/pom.xml but if you think this should go somewhere else, don't hesitate to ask.

      Cheers
PS : not perfectly sure this is the right JIRA project, please just tell me if this should be relocated.
