${maven.build.timestamp} should use UTC instead of local timezone (or be configurable)

    Description

      The maven.build.timestamp property currently uses the default local timezone. This can lead to problems when this is used in a build, as the output is dependent on the local timezone.

      It would be nice if it defaulted to UTC, or if it could be configured (maybe similar to maven.build.timestamp.format.
