[MNG-5406] don't expose core's slf4j-api by default, add a plugin-descriptor option to expose

Description

Plugins written until now didn't expect slf4j-api exposition from core: exposing it can cause problems.
Then we need to avoid slf4j-api exposition by default for them, but add an option in plugin-descriptor to enable

Future plugin-tools will generate a plugin descriptor with this option defined to effectivemely choose to benefit from core'slf4j or not
