Description

r759364 erroneously decodes URLs during POM construction, leaving invalid URLs in the effective model. For instance the SCM URL scm:svn:svn+ssh://svn.apache.org/spacy%20path will end up as scm\:svn\:svn ssh\://svn.apache.org/spacy path. Decoding needs to be left to the actual transport layer.
