Description

when the snapshots are checked for updates, the version.txt file is touched to mark when it should be next checked. This causes local installations of SNAPSHOTs to be ignored as older.

We should probably go back to comparing the timestamp within the file against the local snapshot file timestamp, and live with the clock skew as it is more intuitive.
