[MNG-210] allow different profiles/environments for repositories

Description

the repositories specified for both deployment and download in the project should be able to be restricted for use in certain environments. This allows us to add the ability to do build promotion (dev -> test -> QA -> prod) and deprecation (archive builds no longer for use - only use historically).
