track attempted downloads and only re-attempt on certain intervals

    Description

      currently, because files are not stored locally when not found, files are always looked for.

      OTOH, we don't want to store incorrect info, especially if it is permanent (ie, not a snapshot).

      We should track in the local repo metadata files that were not found and when, and check again on intervals. This should be part of the resolver so the site plugin (site descriptors), poms and more all benefit.
