Description

Need to eliminate maven.properties in favor of user.xml for local repository specification. This model is more flexible, in that it allows us to switch between multiple maven runtime profiles.

This means:

1/ Adjusting MBoot2 to use the user.xml and prompt for it if not found.

2/ Integrating into maven proper at load-time.
