[MNG-1007] scope precendence is bringing version with it

Description

Krisitan was seeing that junit-3.7 was selected (As compile) even when 3.8.1 was in the current pom (as test). However, setting the scope to compile in the current pom would mean that 3.8.1 was used.

Version is meant to be selected independantly based on the conflict resolver in place, as is scope.
