Bootstrap cross compilation on one or more devices

    Description

      Once cross compilation ( from MINIFICPP-528) is complete we should be able to bootstrap devices and minimize the cross compilation hurdles a bit with navigable menus. We should also take care to gather the manifests for all of the built entities.
